The association is an umbrella organisation for cultural organisations, commercial organisations and education centres devoted to the visual arts in the field of outsider art and its promotion in the European and global cultural sector.
2.01 Objectives
3.01
Members of the association can be cultural organisations, museums, galleries, art schools, art studios, media, national and transnational networks, universities and other institutions of higher education. Individuals can become members, although without the right to vote at the general assembly.
3.02
The general assembly lay down the annual membership fee for the members.
3.03
The annual membership fee will be collected on the day of payment, the 31st of January. If a membership begins during the financial year the fall day will be the 1st in the next coming month. The subscription will be proportionally estimated according to the month concerned.
3.05
Each member can resign at all times, provided that this resignation is announced to the president of the board 3 months before the first coming annual general assembly.

5.01
The annual general assembly is the association's sovereign authority. It is held every year before the exit of August. The meeting has to be announced on the association's website and in Raw Vision Magazine at least 6 weeks before the meeting. All members have access to the assembly.
5.02
The general assembly will be held by turns in the different member countries.

The general assembly will be based on the following:

Proposals for the general assembly's agenda have to be announced to the president of the board at least 4 weeks before the meeting.
5.05
The accounts of the board including the auditor's certificate and all received proposals must be sent to all members at least 3 weeks before the meeting.
5.06
The general assembly will be chaired by the elected chairman.
5.07
At the general assembly every member has 1 vote. Voting by proxy is accepted.
5.08
Decisions are made by a simple majority of vote, yet cf. § 9. In case it is required by a single member the voting has to be done in writing.
5.09
The content of the general assembly has to be written in a summary statement which will be signed by the president and the chairman. The summery must be sent to the members by letter or email no later than 2 weeks after the assembly.
6.01
The association will be lead by a board of min. 5 and max. 7 members. Board members sit in the board for 2 years. All board members can be re-elected.
6.02
After the general assembly the elected board selects a president and a vice president.
6.03
The board has the power to invite professionals or organisations with special knowledge to join the board meetings when it is considered to be beneficial for the association.
6.04
Every member has 1 vote. Decisions are made by simple majority of vote. The board can make decisions when at least half of the members are represented. The president or the vice president must be present. The president's vote is crucial.
6.05
The president has to call at least two board meetings a year where one of these must be an accounting meeting. Beside this the president will call a board meeting when it is considered to be necessary or it is requested by the auditor or two of the other members of the board. The meeting and its agenda has to be announced in writing at least 8 days before the meeting. The board agrees on a half-yearly meeting plan.
6.06
The content of the meetings has to written in a summery statement which will be sent to the board members for approval right after the meeting.
6.07
GAIA Museum Outsider Art will manage the secretariat, including the daily and general administration of the association on payment of the expenses this involves.
7.01
The membership fee for the coming financial year will be laid down at the annual general assembly.
7.02
The financial year of the association is the calendar year.
7.03
The general assembly will elect the auditor to undertake the association's accounts.
8.01
The association is committed by the signature of 2 of the board members.
8.02
The members of the association will not be responsible for any possible debts of the association.
9.01
The statutes of the association can only be regulated if it is decided at a general assembly where at least half of the members are represented and there is a majority of at least 2/3 of the votes. If there are less than half of the members present at the meeting the decision can be made on the following general assembly (ordinary or extraordinary) with a majority of at least 2/3 of the votes.
9.02
Dissolution of the association can only find place at an extraordinary general assembly if at least half of the members are represented and if there is a majority of at least 2/3 of the votes.
9.03
In case of dissolution the association's possible fortune will go to an organisation or institution which works for the promotion of outsider art.
